One of the most sophisticated fraud-and-theft operations this police force has ever encountered. A multi-million-dollar scheme that, had it succeeded, would have left dozens of seniors homeless and destitute.

Where:
David O'Shea's house. Duh.
Why:
Because he was going to totally bilk all those old people out of their savings and Had To Be Stopped.
Oh, you mean why did he do it. Hell if I know. Probably because he liked money. Maybe he fancied himself some kind of super-villain. Maybe he was carrying a big Visa balance and was looking for a quick way to get the collection agencies to cut him a little slack. Anyway, it's not like it really matters, right? Mrs. Gladwell got suspicious and called Mrs. Chang, who called two friends who called two friends and so on and so on and eventually one of those friends was a police officer. And that officer thought that a "closed" IPO for a company called Super Strawberry Thinfast Plus sounded a little suspicious, and that maybe it would be a good idea to investigate.
And that's why the flag has a yellow stripe. For friendship and trim waistlines.
